Sustainable Energy for Social Housing

Benefits of sustainable energy

Higher standards of sustainable energy will meet new policy requirements and provide significant financial, social and environmental benefits:

  • Provides affordable warmth, enhancing tenant satisfaction and well-being
  • Delivers environmental benefit through reducing carbon emissions
  • Helps to ensure compliance with Housing Corporation policy and the Decent Homes Standard
  • Meets planning policy for new developments
  • Provides protection from fuel price increases

Policy Drivers

The E.U Directive on the Energy Performance of Buildings

A valid energy performance (EPC) will be required for all dwellings at the time of construction, sale or rental and made available to the prospective owner or tenant.

Changes to the Building Regulations

This will assess whole building CO2 emissions.

Decent Homes Standard
In 2004, 88 percent of the social housing properties not complying with the DHS failed on the ‘reasonable degree of thermal standard’ criterion (ODPM 2004). It is now widely accepted however, that basic compliance is inadequate for alleviating tenant fuel poverty and should be alleviated wherever possible.

The Housing Corporation Perspective
The Housing Corporation’s commitment to mainstreaming sustainability principles has led it to ask for all new development to comply with an Ecohomes ‘very good’ rating by 2006.

Planning policies requiring renewable energy technology
Following the adoption of the London Plan and Planning Policy Statement 22, London boroughs are increasingly requiring new build (including the domestic sector) to incorporate on-site, ‘building integrated renewable energy technology’.
